CANADIAN SUBMISSIONS
Rules and Regulations 2010

GENERAL INFORMATION
The Festival reserves the right to rule on cases not foreseen by these regulations. Participation in the 2010 Ottawa International Film Festival implies acceptance of the rules and regulations by the producers or their agents. Should the meaning of these regulations be contested, the English version will be considered the authentic one.

SUBMISSIONS / ENTRIES
CANADIAN SHORTS (under 30 minutes)
The postmark submission deadline for Canadian Short Films is May 30th, 2010. Applications and fees must be submitted in order to qualify, and a print or DVD must be mailed on or before May 30th, 2010 with the accompanying money order of $20. The Festival will accept late submission of Canadian Shorts between May 30th and June 30th, 2010 with an increased entry fee in effect of $35.  IMPORTANT: if your film is not ready for screening by May 30th, 2010, you must contact info@oiff.ca

FEATURE FILMS (50 minutes and over)
The entry form must be submitted with the DVD must be sent to the Festival by April 30, 2010. Applications and fees must be submitted in order to qualify and a DVD must be mailed on or before May 30th, 2010 with the accompanying money order of $35. The Festival will accept late submissions of Canadian Feature Films between May 30 and June 28, 2010 with an increased entry fee in effect of $50. IMPORTANT: if your film is not ready for screening by May 28, you must contact the Ottawa International Film Selection Committee immediately at info@oiff.ca.
N.B. Programmers will view only one version of a submitted film.

ELIGIBILITY REQUIREMENTS
To be eligible for consideration, all films must meet the following requirements:
i. include a 30 second intro to your film, two seconds black screen prior and one second black screen post intro
ii. Be in DVD or Memory stick format on a .avi or quicktime file. Address technical inquiries concerning theatrical presentation formats to the Technical Manager via info@oiff.ca.
iii. Canadian Short films that have previously been posted on the internet are eligible for consideration, however the Festival prefers that all films be at minimum North American premieres.
iv. Be in their original language with English subtitles, if the original language is other than English.
v. Have been completed after January 1, 2009.
vi. Films previously submitted to the Festival and not programmed will not be reconsidered for the 2010 programme.
vii. A 30 second intro prior to the film to introduce yourselves and your film.

SUBMISSION FORMATS
For programming consideration, the Festival accepts DVD’s or memory sticks with the complete film. The Festival will not consider trailers for selection purposes. DVDs must be labelled with title, production company address and telephone number, director’s name and length in minutes. Please indicate if the submission is a rough cut or work-in-progress. Please refer to the section below regarding shipping details.

RETURN OF MATERIALS
Preview DVDs will not be returned. Film prints will be returned at the submitter’s expense as soon as possible following the selection screening. Please see the Prints section of the form.

SELECTION
The Ottawa International film Festival selection committee and invites all Canadian films presented in the Festival.
N.B. To be considered Canadian, films must be a Canadian production or co-production and be directed by a Canadian citizen or Canadian resident. Only films directed by Canadian citizens or residents are eligible for Canadian film prizes.

INVITED FILMS
DEADLINES: All invited films must arrive at the Festival by August 20, 2010. No film, once programmed, can be withdrawn. Should you be informed that your film has been selected, you will be required to submit extensive publicity materials. All publicity materials should be sent at the sender’s expense by the deadlines given at the time of selection.

SCHEDULING
The scheduling of films is determined by the Festival. The Festival assumes your consent to up to three screenings unless we receive a written petition otherwise. The date(s), time(s) and location(s) of exhibitions of the films shall be at the discretion of the Festival.

ANTI-PIRACY PRECAUTIONS AND RELEASE
The Ottawa International Film Festival endeavours to take all reasonable anti-piracy precautions. While on Festival premises, copyrighted materials are securely stored and vigilantly inventoried. Access is limited to our submissions, programming, print traffic and projection staff. No duplication or loaning is permitted. By submitting your material to the Festival, you hereby release the Festival from any and all risk and liability in the event of theft or breach of copyright of your materials while on Festival premises. If you wish to discuss any security measures for Festival screenings, please advise us separately by email at info@oiff.ca.

EXCERPTS
Permission for film clips not exceeding three minutes in length to be used for promotional purposes on television, radio programmes and the Internet is granted upon entry unless otherwise stated.
SHIPPING OF PREVIEW SUBMISSIONS AND INVITED FILMS
i. All shipments to the Festival must be prepaid. The Festival cannot accept any collect shipments of preview or publicity materials.
ii. Packages must be clearly marked with:
a. Festival address and Sender’s return address
b. name of production company, film title, format, running time
iii. The recommended courier is FedEx, where available.
iv. Please do not consign shipment to a freight forwarder.
v. You can obtain confirmation of delivery through the courier tracking service.

NON-CANADIAN SUBMISSIONS

The Festival Organizing Committee reserves the right to rule on cases not foreseen by these regulations, but in accordance with international regulations. Participation in the 2010 Toronto International Film Festival implies acceptance of the Rules and Regulations by producers and their agents. Should the meaning of these regulations be contested, the English version will be considered the authentic one.

SUBMISSION FORMATS
For programming consideration, the Festival accepts DVD’s and memory sticks with the complete film. The Festival will not consider trailers for selection purposes. Producers must make separate arrangements at their own expense for double-system print submissions. Prints and DVDs must be labelled with title, production company address and telephone number, director’s name and length in minutes. Please indicate if the submission is a rough cut or work-in-progress. Please refer to the section below regarding shipping details.

Please include the following materials with your submission:
i) one DVD or memory stick witih the completed film. Please indicate if the submission is a rough cut or a work-in-progress. Submissions must be labelled with the title, running time, format and return address. Submissions will NOT be returned, unless return shipping information is supplied, including a courier account number.
ii) a printout of your completed online Film Submission Form. Producers and their agents are responsible for the accuracy of all submitted materials. The Festival accepts no liability in the event that its publications reproduce inaccuracies in submitted materials. You may be contacted for additional material prior to and following selection. Should you be informed directly that your film has been selected, you will be required to submit extensive publicity materials. A complete list of required materials will be sent to you at that time.

RETURN OF MATERIALS
Preview DVDs will not be returned. Films will be returned at the submitter’s expense as soon as possible following the selection screening. All fees are non-refundable.

SELECTION
Festival Programmers select and invite all films presented at the Festival. Filmmakers selected to participate will be notified by July 6, 2010. Filmmakers not selected will be notified by email. Fax and/or international post will be used where no email address is available.

INVITED FILMS

PRINT LIABILITY
The Festival will insure the integrity of film prints only from the time of delivery to the Festival to the time the print is delivered to a shipping agent for return. In case of loss of or damage to a print, the Festival must receive notification and independent verification prior to June15, 2010. The Festival’s obligation is limited to compensating the producer only for the cost of replacing the damaged reel(s).

SHIPPING OF PREVIEW SUBMISSIONS AND INVITED FILMS
i. All packages containing film or videocassettes must be marked clearly with the title of the film, the sender’s return address and the Festival address, exactly as below.
ii. All submissions must be sent prepaid. The Festival will not accept collect shipments. Films will be returned at the sender’s expense as soon as possible following the selection screening.
iii. The Festival will not assume responsibility for, nor will it accept, shipments incurring expenses for terminal charges, duties, taxes or customs brokerage. Clearly indicate on all waybills that transportation and customs charges be billed to the sender. To ensure shipments originating outside Canada clear Canada Customs without delay, please follow these instructions:
a) Include three copies of a COMMERCIAL INVOICE (declaration of contents) containing the following information:
-Sender’s name, address and telephone number
-Receiver’s address (Festival address)
-Title of film and format (e.g., DVD)
-Length of film
-Fair market value (standard are $20 CAD for DVD or
cassette and $500 CAD for feature-length print)
-Country of manufacture
-Declaration “Goods on loan for Festival purposes only. No
commercial value. Non-pornographic.”
-Sender’s signature
b) The commercial invoice must be included with the courier waybill. If you are shipping via international post, please affix a customs declaration label to the outside of the package.
iv. The recommended courier is FedEx, where available. The Festival will not accept shipments via United Parcel Service (UPS) since this company does not deliver international duty-free shipments to Toronto.
v. You can obtain confirmation of delivery through the courier tracking service.
